SECI conducted a reverse e-auction for 2,000 MW capacity of wind power projects on 13th February 2018The developers can set up projects anywhere in India and connect to the national, inter-state grid. They would sign 25 year PPAs with SECI, who would sell on this power to multiple DISCOMs across states. The projects are expected to be commissioned 18 months from PPA signing.
Winning tariff bids are INR 2.44 and INR 2.45/kWh. Winning developers include ReNew (400 MW), Sembcorp (300 MW), Inox Wind (200 MW), Torrent Power (500 MW), Adani (250 MW), Alfanar (300 MW) and Engie (50 MW). Sprng Energy, Enel and Orange Power also participated in the tender but did not win any capacity. Tariffs have increased marginally from the previous auction in Gujarat in December 2017 when 500 MW was allocated at a record low level of INR 2.43/kWh.
SECI and Gujarat have successfully allocated 4,500 MW of wind projects in the last 12 months. The surge in activity provides much needed relief to the sector as construction activity has almost come to a halt after transition to competitive auction based allocation. SECI has another similar 2,000 MW wind tender due for auction shortly.
